WTO NATIONAL SEMINAR ON TRADE AND DEVELOPMENT
研討會簡介：
WTO為符合追求自由貿易與公平貿易之創立宗旨，與促進會員國經濟及其他方面整體發展之理想，並照顧和保障占WTO絕大多數之開發中國家會員的利益，乃於1965年根據WTO協定第4條第7項設立「貿易與發展委員會」（The Committee on Trade and Development, CTD），賦予職權以關注開發中國家相關議題。
貿易與發展議題對WTO組織發展與所有會員，特別是開發中國家會員在多邊貿易體系與全球化進程中之發展具有重要意義，同時對其經濟發展的影響也相當深遠。自烏拉圭回合以來，議題益發受到重視，而在西雅圖部長會議受到開發中國家抵制而遭遇挫折之後，杜哈部長會議將「發展」定位為新一輪談判回合之核心，貿易與發展議題被列為談判議題之一，杜哈部長宣言亦要求其他委員會必須將發展相關的議題列為優先完成的工作事項。是故，貿易與發展議題之重要性越來越受到重視，並逐漸成為開發中國家用以作為談判的籌碼。
WTO杜哈部長會議中，確認技術合作及能力建構(TACB)為多邊貿易體系協助會員發展的核心工作。因此，WTO秘書處針對會員國中開發中國家以及低度開發國家提供技術合作及訓練之協助，目的在協助國家瞭解WTO的規範與準則，進而履行相關義務及行使會員之權利，順利參與多邊貿易體系。本院將於8月30日到9月1日辦理「WTO貿易與發展國家級研討會」，由WTO發展處Shishir Priyadarshi處長及Taufiqur Rahman參事擔任講師，講述杜哈回合談判中發展議題概況及目前世界貿易的發展潮流。
「WTO國家級研討會」乃WTO秘書處針對會員國中開發中國家及低度開發國家提供技術合作及訓練之協助課程，以幫助會員國瞭解WTO的規範及準則，進而履行相關義務及行使會員權利，順利參與多邊貿易體系。今年我方順利申請到國家級研討會，機會難得！歡迎國內各界對於此議題有興趣之人士踴躍參與！課程內容及議程如下。
課程內容：
1. 貿易與發展－介紹及討論世界貿易的「發展」面向，包括討論全球社群欲藉多邊貿易體系實現之廣泛的目標。
2. 杜合回合談判的「發展」面向－綜觀杜哈回合談判之「發展」面向，包括議題緣起、開發中國家主要關注的焦點、部長們於杜哈回合之授權為何。
3. NAMA談判的「發展」面向－檢視非農業市場進入(NAMA)談判的現況及未來可能發展趨勢。
4. 服務業談判的「發展」面向－檢視服務業談判，包括服務業談判的準則及程序、現在情況及未來可能發展趨勢。
5. 農業談判的「發展」面向－檢視農業談判之核心議題，包括當前發展情形及未來可能發展趨勢。
6. WTO之其他「發展」議題－綜觀當前WTO正在討論的其他「發展」議題，包括貿易與發展委員會、低度開發國家次級委員會及貿易與科技移轉工作小組的工作。
7. 特殊與差別待遇(S&D)工作進度－檢視杜哈回合談判中特殊與差別待遇計畫(S&D Work Programme)的工作進度，包括已完成的工作項目，現階段發展情形及未來可能發展趨勢。
8. S&D工作計畫個案研究－以香港部長會議通過之「提供低度開發國家產品免關稅免配額市場進入條款」之案例分析，使聽眾更瞭解貿易與發展委員會特別會議的工作情形。
9. 區域貿易協定與「發展」－檢視WTO關於區域貿易協定的相關規定，其中包括亞太地區區域貿易協定之討論。
10. 杜哈回合之未來發展－介紹及討論杜哈回合之未來可預期的發展趨勢。
