The trend of women business start-up is in blooming development over the world, governments have been providing assistance aggressively by proposing policies and loan facilities to promote women business start-up and develop investment opportunities in most of the countries. In Taiwan, the number of business owner and self-employed persons have been increased steadily increases, women enterpreneurs became more important and have a higher position than ever. However, the basic statistics features of women owned business is hardly revealed completely because of data limitation.

The statistics we organized are based mainly on Ministry of Finance Tax Data Center value added tax data, Monthly Report on Human Resources Utilization published by the Directorate General of Budget, Accounting and Statistics, and Young Entrepreneur Loan. Ministry of Finance Tax Data Center value added tax data revealed that, there were 394,245 women owned enterprises in 2003, accounting for 33.87% of the total enterprises in Taiwan. Nonetheless, the turnover was NT$3,287 billion (13.07% of the total), contributing less than 20 percent to the whole economic system. The average turnover of each women owned firm was about NT$8.4 millions, accounting for about 30% of men owned enterprises’ sales, this indicates that the scale of turnover created by each women owned enterprise was smaller comparing to men enterprise, which is the reason for the minor contribution of women owned enterprise in the whole to operating revenue. The small scale of turnover of women owned enterprises is due to the following factors: more than 70% of female businesses have less than 1,000 thousand of capital revenue, the type of organization is mostly sole proprietorship, more than 73% of them engage in service industries ––mainly wholesale and retail services.
