In the era of internationalization and globalization, enterprises will arrange their headquarters, factories, etc. in different nations to maximize their profits. Human capital is one of the key issues when they chose places to set up headquarters. The government of Taiwan has implemented some policies favorable for the supply of human capital; however, there still exists a gap between the supply and demand of human capital in Taiwan since it experienced huge changes in the industry structure. Therefore, it is necessary to evaluate the supply and demand of human capital so that the government’s goal of attracting enterprises to set up headquarters in Taiwan can be achieved.
