This research of entire industrial environment in Taoyuan County includes the survey of basic environment analysis, living environment analysis, and industrial environment analysis. For basic environment analysis, most of the 22 industrial estates in Taoyuan County achieve 92% in utility rate. There are highly developed transportation system and outstanding labor quality as well. For living environment analysis, the educational, cultural, medical condition run satisfyingly; the real estate market is stable for investment, and the tourism industry attracts high anticipation. However, the environmental safety doesn’t exhibit well. For industrial environment analysis, service industry becomes more important and exceeds manufacturing industry in the market share, which is the same as the development trend of Taiwan industry. There are 103 service businesses among the 127 dominant and 65 potential industries in Taoyuan County picked in this research. This research also processed the SWOT analysis of the entire environment and the main industries such as aero, auto, and information industries. It revealed that Taoyuan County with decent industry foundation still suffers from the international challenge and unequal distribution of domestic resources. According to the statistical analysis of 70 sample companies and the profound interviews with 3 manufacturers, most enterprises will keep investing in Taoyuan County in the future. They appreciate the living function, financial service, legal standard, transportation, and governmental management in Taoyuan, as well as the input factors of land and labor.
In conclusion, the entire industrial development and environment in Taoyuan County is relatively well in Taiwan, and manufacturers are generally satisfied with investment environment and local government service. However, this research still offers following suggestions. 1. Develop tourism and recreation industries by combining agriculture with sightseeing; 2. Develop medical tourism industry； 3. Enforce labor training, especially for foreign language； 4. Utilize the location domination of two metropolitan areas； 5. Assist small and medium enterprises in finance； 6. Offer stable, sufficient, and high-quality professionals by cooperating with neighboring colleges； 7. Help enterprises to lower the operating cost.
