The purpose of this study is to evaluate and to modify The Electricity Act in Taiwan. In order to achieve this objective, we first identify the key issues and current problems of the present Electricity Act in terms of the socioeconomic conditions in Taiwan. Difficulties in setting up power supply facilities, controversies in rate adjustment and regulation, and demands for power wheeling and deregulation/liberalization are addressed. Then related power industry laws (acts) of advanced countries including the U.S., the U.K., Japan, Australia, and New Zealand are reviewed and compared. Extensive consultation with associated organizations including the Energy Commission, Taiwan Power Company, and cogenerators have been also conducted in the study process. The result of this study, a completed draft of the modified Electricity Act is expected to assist the government in making relevant policy decisions.
