The main purposes of this study are:
（1）Identifying the proper definition and responsibilities relative to the producers of waste recycling items.
（2）Studying the current institutional problems and suggesting the future policy directions.
（3）Constructing a computer data-base program, which is used to calculate possible recycling and treatment fees of 2005.
（4）Suggesting fee rates for the current waste items of 2005.
And the results of the study are the followings:
（1）The technical group established a computer data-base program, which has functions of (1) inputs and search of relative fee factors, (2) calculation of recycling and treatment fees, and (3) prediction of future market scale .
（2）The study suggests a definition of waste recycling items, which uses a general definition with a exclusive product listing to identify the exact set of producers who should be responsible for paying the fees.
（3）The study suggests to subside recycling-and-treatment work by projects, which could have better environmental effects in terms of long turn prospect.
