As part of the ongoing trend of government reform and in order to enhance national competitiveness and maintain a healthy enterprise structure, the Taiwan government has presented a reorganization plan due to the significance of economic activity as well as to reach a consensus regarding the restructuring by the Economic Development Commission. Besides reorganizing the Small and Medium Enterprise Administration, the “Act for the Development of Small and Medium Enterprises” is also being reexamined as a means of achieving the goals of the government reform.
For this reason, based on the changes in the global economic environment, this study considers the future position of Taiwanese industry as a whole and also looks at international practice in relation to small and medium-sized enterprises that may be suitable for Taiwan to implement. Furthermore, in examining the policy tools related to Taiwan’s small and medium-sized enterprises, this study also considers the barriers and the needs that Taiwan’s small and medium-sized enterprises face. Meanwhile, while also taking into account the “Statute for Upgrading Industries” that will expire in 2009, this study drafts an administrative recommendation for Taiwan’s small and medium-sized enterprises based on the above considerations. In addition, the emphasis in the draft administrative recommendations is on improving government efficiency since one of the world’s trends in recent years has been on improving government efficiency.
