In order to realize the objective of The Sixth National Technology Conference, we continue the tasks of the part one of this project and evaluate achievements of correspondingly responsible government agencies which implement strategy one and two. Besides the above objective, there are three more purposes of this project: first, investigating the effects of innovations on industries competitiveness; second, analyzing effects of government R&D expenditure on that of private sector（substitution or complementary effects）; third, studying the strategy of strengthening the cooperation between industry and university. 。
