The purpose of this project is twofolds. First, Analyzing Taiwanese firms current status in terms of foreign trade investment and strategies. Second, after considering global competition and Taiwan’s special environment, strategically plan to strengthen Taiwan’s overseas trade and investment network. It is expected that Taiwannese firms can integrate global resources, and enhance overall industrial competitive strength at a later point. After the analysis, the major policy recommendations can be summarized as follows.
1. Working on regional competitiveness study to serve as a global deployment base for obtaining overseas resources and marketing channel.
2. Utilizing occasions such as APEC, NGO and so on to negotiate on breaking through marketing channel obstacles to help Taiwanese firms to penetrate Asian market.
3. Considering China not only as a cost down production base but as a marketing, R&D base to diversify foreign investments.
4. Own branding can help integrate overseas investment and local production, which deserves policy support to realize synergy effect and extends firms’ production value chain and competitiveness.
5. Providing dynamic information to guide firms’ overseas investment location. For instance, firms in China need to put thirty percent cash as export guarantee which discourage Taiwanese firms to keep investing in China. Therefore, government needs to spread out real-time information, and direct firms to divest from China, switching to Vietnam or other ASEAN countries.
