Forum on China’s 15th Five-Year Plan and the Outlook for the 21st Party Congress

I. Purpose of the Forum:

In 2026, China officially entered the period covered by its 15th Five-Year Plan (2026–2030), while the 21st National Congress of the Chinese Communist Party is scheduled for 2027. China’s economy now stands at a crossroads as it transitions from traditional to new growth drivers. Domestic demand remains weak, the property market has yet to bottom out, local government finances and the financial system face mounting pressure, and demographic changes continue to weigh on long-term growth potential. Externally, U.S.-China competition in technology and trade continues to intensify, global supply chains are undergoing accelerated restructuring, and geopolitical risks are increasingly disrupting the international economic and trading order.

Amid mounting domestic and external pressures, China is using the 15th Five-Year Plan to reset its development strategy. Its priorities range from technological self-reliance, industrial upgrading, and financial reform to the green transition. China is also seeking greater influence over the emerging global order via overseas investment, the internationalization of the renminbi, and economic diplomacy. These policy directions will not only shape China’s development trajectory over the next five years but also profoundly affect the regional economic landscape and Taiwanese companies’ overseas expansion, supply chain adjustments, and investment decisions.

The forum will convene experts and scholars with substantial experience in Chinese economic research. Through the lenses of economic transformation and great-power competition, participants will analyze the policy implications of the 15th Five-Year Plan and evaluate potential developments following the 21st Party Congress. The forum seeks to enhance understanding of Chinese policy shifts and to facilitate anticipation of future risks and business opportunities. Representatives from industry, government, academia, research institutions, and other sectors are invited to register and attend.
