The aims of this study are to plan and evaluate various strategies for Taiwan to levy the fees and to formulate appropriate formula in setting up the rates of the waste recycling-and-treatment fees to reduce the harmful effects on human health from scrap computers. In order to achieve the objectives, a fee would be calculated on the basis of estimating the costs and recycling and treatment of scrap computers. Based on the estimates, the analysis and policy implications is presented for a variety of computer components, includes monitors, hard disks, power supplies, printed circuit boards, main frame shells and notebooks. A rate of recycling-and-treatment fee is formulated and suggested to the relevant policy makers.
