There are many countries launched the Measuring National Well-being (MNW) program, which becomes the core issue of government’s policies. The MNW includes conditions of life and environmental sustainability etc. Policy makers and national can measure by MNW to discover progress of the nation and social economy, to gain the information which can also help government’s policy making. MNW is not only to reveal government expenditure, economic growth, national income etc., also include nationals’ quality of life. Labor is the major portion of national, who has common MNW with other groups of national, perhaps he needs distinctive MNW. Taiwan’s government follows a stream of thought for international MNW in recent years, not only announce economic activity and performance, but also try to get rid of Growth Domestic Product (GDP), hope people to be affected by MNW. Taiwan’s total population of labor over 10 million, in fact, according to the data releases in June 2013, by the Council of Labor Affairs of the Executive Yuan shows, working population at the sectors of manufacture and service reach 10.42 million, which shares of total population of more than 45%. As the result, to understand quality of life for Taiwan’s labor, it is important and necessary. However, MNW index in foreign countries, has not any connection with labor happiness index, therefore, Taiwan constructs labor happiness index will be unprecedented. Because the happiness survey in the international or domestic was focusing on the nations not labors, we should create a survey for the group of labors. We sugget a questionaires that not only based on the Better Life Index of OECD and DGBAS also involve the concept of Decent Work. The questionaires contains 11 indexes and 34 sub-indexes to help us understand the happiness of labor. Beside, we also suggest that this survey could combine with other surveys that hold by DGBAS.
