In response of the international trend in the climate change, energy conservation and carbon reduction, the global investment in energy efficiency continued to increase in 2018. In 2018, the output value of energy service companies (ESCOs) in the world reached US$ 30.9 billion, which was in growth by 8% comaring the output value of US$ 28.6 billion in 2017. In line with the international trend of develoment, Taiwan has continued to actively promote the development of the ESCO industry over the years. After continuously governmental policy promotion and guidance, as well as the input from the domestic ESCO industry, the output value of Taiwan’s ESCO industry was in expansion to its historical peak from NT$ 370 million in 1995 to NT$ 16.1 billion in 2019. However, Taiwan’s ESCO industry still faces various internal and external challenges. In term of internal obstacles, it includes that the small and medium-sized enterprises (SMEs) is in large share, and their lacks of capital made them not easy in accessing to finance; Taiwan’s ESCO capacity of the energy conservation in manucacturing sector still needs to be enhanced and improved; and there is also a need of the continuous improvement of the talent training and offering. As to external obstacles, the low energy prices and the small industrial scale comparing to major global markets are all possible barriers, even though Taiwan’s energysaving market has grown significantly in recent years. Hence, it is necessary to assist Taiwan’s ESCO to export overseas potential markets in order to expand the profitability and output value of Taiwan’s ESCO industry.
Therefore, this project has three major aspects as follows: First, in terms of the stocktaking of the international ESCO industry information, this project mainly collects, organizes and analyzes data from three countries, including Germany, Canada and the United States. The information mainly includes the current status of mature ESCO markets, their industrial promotion policies and measures, and their policy effects, and this project also develops promotion strategy based on Taiwan’s current development status of ESCO industry. In addition, this project summarizes the current status of ESCO development, key policies and promotion effects in international studies over the years and analyzes the key factors for the successful development of ESCO in different countries in order to learn more from the successful experience of each country; Secondly, in terms of providing important information on overseas markets, this project investigates Taiwan’s potential markets for the export such as New Zealand and India, which includes their import regulations, energy conservation policies, and the their current status of ESCO industries, and to evaluate the feasibility of Taiwan’s ESCO export to these potential markets according to Taiwan’s ESCO scale, capital, and technology. This project will also collects important information and summarizes Taiwan’s industry export assistance measures; Finally, in terms of overseas financing model study, this project analyzes Taiwan’s current overseas financing models in the ESCO industry, overseas financing channels, and resources available from Taiwan’s government, and offers overseas financing recommendations for the industry based on the rusults of project survey.
