General Waste Recycling Output Value and Environmental Benefit Analysis

Abstract:

Taiwan has implemented resource recycling for more than 20 years. Not only has itcreated an outstanding recycling performance, but also brought out significant economic and environmental benefits to the country. In order to understand the recycling benefits in Taiwan, this study aims to evaluate the output value of the resource recycling industry, the economic impact driven by the expenditure of recycling policy and environmental benefit of recycling. 1. In economic aspect, this project separately evaluates the output value of the resource recycling industry and the economic impact driven by the expenditure of the resource recycling management policy. (1) The output value of the resource recycling industry: By dividing the resource recycling value chain into recycling sector, and reprocessing and manufacturing sector, the output value of these markets is empirically evaluated and obtained to be approximately NTD 142.65 billion in 2021. (2) The economic impact driven by the expenditure of resource recycling management policy: the total expenditures of the 2021 resource recycling management policy (both central and local government) is NTD 15.93 billion. Through the input-output (IO) model, it is estimated that the output value and creation effect for the economy is NTD 37.46 billion. It also contributed NTD 16.62 billion to the national GDP and created 14,137 green jobs. 2. In environmental aspect, the environmental benefit of recycling in 2021 is NTD 39.6 billion (estimated to be from NTD 35.6 to 43.6 billion). Finally, in order to inform the public and raise awareness on the various policies, measures, and implementation effects of the Recycling Fund Management Board (RFMB), this project also collected and compiled RFMB's key tasks and performance in 2021, including the quantitative and qualitative results of various resource recycling policies, and published the “2021 Recycling Fund Management Board Annual Report,” which was used as a communication tool to the public.
