The Data Collection and Analysis of Benefit Evaluation for Parental Leave Allowance

Abstract:

Based on the data from Bureau of Labor Insurance, it is found that the number of applicants for parental leave allowance has increased significantly since 2009. Among them, the number of female applications and the payment amount are about 4.5 times that of males. Tracking the data of the childbirth after 3 years and 6 years later, it is learned that the short-term (3 years) demission rate and salary decreasing rate of those who apply for parental leave allowance are higher than those who did not apply. However, those ratio showed in the long-term is gradually easing. According to the information of those who applied for parental leave allowance, the younger the mother and the lower the insurance salary, the higher the probability of applying for parental leave allowance. This may be due to the lower opportunity cost of applying for parental leave allowance. 

Moreover, the employment stability of those who apply for parental leave allowance is positively correlated with mother’s age and her insurance salary, indicating that the higher the mother’s age and the higher the insurance salary, the higher the employment stability. However, the longer the parental leave, the more likely it is taken leave from the labor market, and with differences among industry. According to the empirical results, it is also found that parental leave allowance has the effect of encouraging labor to apply and to transfer job. However, it does not increase the probability of labor leaving the workplace and with a positive a positive policy feedback effect. 

This research proposes the following suggestion including to provide supporting measures to encourage those who parental leave applications continue to stay in the workplace (including vocational training, temporary childcare, and return to the workplace allowance), continue to promote the concept of family gender equality, in-depth understanding the difficulties of using parental leave and seek solutions, and based on the experiences and demand of those who had applied parental leave to amend relevant laws and regulations, increase the cross-checking of various social insurance and household registration data to fully observe the effect of parental leave allowance, provide more flexible options to solve the problem of childbirth and stay working at the same time, and explore the effectiveness of other countries' implementation of parental leave allowance system.
