Abstract:

In recent years, the Water Resources Agency (WRA) has promoted Taiwan’s water industry by international marketing and forming strategic alliances. Besides, WRA has made many efforts to define the water industry's scope and tried to collect firms’ information in this water industry. Following the previous project, this project has further identified firms’ industry identification in Taiwan’s standard industrial classification system, explore firms’ economic performance and willingness to form a strategic alliance. The research shows that firms in this water industry are mostly engaged in water quality treatment. However, the distribution of firms’ business activities is widely dispersed, making it hard for WRA to promote the water industry in all fields. Therefore, it is imperative to develop a new and promising water industry field that will promote the whole water industry. The smart water quality treatment industry that combines traditional water treatment industries, big data applications, and IoT technology will be a promising candidate. Besides, it is estimated that the total sales of the core water industry will be 149.7, 157.1, and 164.5 billion dollars in 2020, 2021, and 2022 year respectively. 

In terms of industry alliances, the foremost task of the alliances is to identify the foreign target markets, and the government can set up an organization that helps firms analyze the bids in advance and suggest suitable firms to participate in the bids. Finally, a task-oriented short-term alliance is formed, and it will have more chances to access to target markets.
