Abstract:
The amendment to the Electricity Act was promulgated on January 26, 2017, and the relevant wheeling business of transmission and distribution (T/D) shall be implemented within one year from this date. But after considering the power dispatch related operations, the power regulation authority may apply for the approval from the Executive Yuan to delay the implementation date. The delay application is allowed for twice only. The first time is to a year limit; the second is to six months limited. Therefore, the study of transmission and distribution regulations, contracts and tariffs for power wheeling is an important and urgent research program. In accordance with the provisions of Articles 9, 10, 45, 70 and other relevant provisions of the Electricity Act, the wheeling and direct supply business will open to renewable electricity and self-use power generation equipment. Taipower Company is urgently required to formulate the relevant transmission and distribution wheeling regulations, contracts and tariffs. Particularly, for the characteristics of renewable energy, Taipower need to explore their generation and direct supply with different scenarios and case simulations. The purpose of this research is to design the appropriate wheeling regulations, contracts and tariffs for Taiwan and to study different scenarios and case simulations of renewable wheeling and direct supply. This study is in line with the amendment of the Electricity Act for a two-year project. The first phase should complete the wheeling regulations, contracts and tariffs within one year. The second phase is to be followed by the revision of the first phase results and to provide technical consultancy services. Relevant research tasks have been completed as required by the content of the service, and research results are provided for the decision making regarding wheeling regulations and contracts.
