Abstract:
The main purpose of this project is to evaluate the impact of the New Economic Immigration Bill on Taiwan’s macro-economy, labor market, social integration, and social resources. In addition, the project plans to clarify the differences between the legislative direction of Taiwan’s New Economic Immigration Bill and the trend of other countries' policies through international comparison. In recent years, all the countries surveyed in this project have adjusted their immigration policies to attract high-quality talents.
For example, the United States is going to improve its high-tech immigration priority programs. German and Japan relax the restrictions on hiring foreign workers, and South Korea implements the E-7 work visas for foreign special talents. Singapore relaxes the residency restrictions of foreign professionals and their relatives, and China continues to promote its high talents attraction policy, such as “The Recruitment Program of Global Experts”. The New Economic Immigration Bill approved by the Executive Yuan has many features that coincide with the trend of immigration policy reform in these countries, including relaxing the qualification restrictions for employing foreign professionals, adopting the evaluation system for the qualifications of the foreign professionals to work in Taiwan, allowing foreign mid-level technicians to work in Taiwan, relaxing the restriction for permanent residence for foreign professionals and mid-level technicians and their relatives.
The research results of this project indicate that, in order to establish a more friendly legal environment for domestic enterprises to recruit and retain talents, it is necessary to pass the New Economic Immigration Bill. In addition, according to the simulation analysis made in this project, the introduction of foreign professionals and mid-level technicians will have positive influences on Taiwan's macro-economics, and the employment and wages in all occupations. It will not crowd out the social resources enjoyed by Taiwan citizens.
Also, according to the questionnaire survey and in-depth interviews conducted by this project, most of the foreign workers and compatriots residing overseas reveal that they can integrate into Taiwan’s society without difficulties, reflecting the kind acceptance of Taiwan’s society. T
o ensure that the future recruitment or retention of foreign professionals and middle-level technicians is in line with the needs of Taiwan's industrial development, the project also proposes policy recommendations for the quota and its distribution mechanism of the foreign middle-level technicians, and for the multicultural integration in Taiwan.
