Abstract:

Due to the increasing complexity of the influencing and impact factors with the power system planning and application, the traditional power system planning methods and technique in the supply and demand side resource management is getting more and more unfitable to the current and future needs. It is necessary and imperative to introduce new thinking and methodology to response to the changing environment of the electricity resource management. Taipower Company needs to change and adjust its traditional electricity resource planning methods accordingly. Therefore, it is expected that through this study a 3E dynamic model adapted to Taiwan’s electricity system can be established and applied to study the future electricity mix of various resources. The decision variables including policy regulation, technology innovation and customer feedback behavior in the model will be internalized and solved optimally and integratedly. With analytic and predictable results of the decision variable the future power resource planning can enhance its validity and efficiency under the prerequisite of environmental protection, custormer satisfaction as well as the maintaining of security, reliability and economic feasibility of the power system. This study explores the current development trends in the electricity industry in the world and introduces and adopts the methods of integrated resource planning/demand side management (IRP/DSM) and social feedback surveys, to conduct the analysis for future four different mitigation scenarios through a self-developed model. It is expected to find a suitable power generation mix plan for Taipower.
