Abstract:
This project was commissioned by the Toxic and Chemical Substances Bureau of EPA to study the establishment of an environmental fund and a preliminary study on environmental charges. The first chapter, "Introduction", explains the project background, the objectives and content of the project, and the schedule of the project. Chapter 2 shows international experiences in international fiscal and taxation management of chemical substances management and international case studies on assessment and cost-sharing of disaster damage reduction. Chapter 3 analyze (1) The difference of the relevant funds of chemical substance management and the existing relevant fee systems of chemical substances in China; (2) Probability of material management fund matching with other environmental protection fund and fee system. Chapter 4 assesses the financial resources of the CMF Fees and the legal status of the fund. The fifth chapter is conclusion and policy suggestions.
