Abstract:

In 2014 BioTaiwan Committee conference, committee members conclude that: Taiwan society is faced with similar challenges in OECD countries, such as: aging population result in rising health care costs; how to provide appropriate amount of quality of both human food and animal feed to protect people's health; to increase natural resources and other needs for sustainable development management. In response to these challenges, OECD and EU countries promote "bioeconomy" as the main solution. Their experience can serve as valuable lesson. Second, information and communication industry (ICT industry) has been Taiwan’s long-term competitive strength. Therefore the connection between ICT and bioeconomy can not only increase value added to agriculture, and health industry, but also balance industrial development, and enhance the GDP, strengthening basis for national development. In so doing. Taiwan's economy can grow in new momentum. As consequence, the strategic planning, laying out blueprint for the development of bio-economy in Taiwan are in urgent need. In the BTC conference, preliminary results has come out, but in order to build consensus, and lay out bioeconomic development blueprint for a more concrete action plan. Therefore, this project is extremely important. In addition to macroeconomic research perspective in bioeconomy, the bioeconomy covers the areas such as health care industry, food research, industrial biotechnology, pharmaceutical and medical device research, agricultural technology research studies, and so on. As consequence, it’s worthy to conduct research on the above areas, and come up with strategic planning and action plans. Moreover, bioeconomy needs the coordination among ministries and think tanks. Through Strategy Review Board conference, Inviting experts, government officers and members from think tanks to participate in the discussion, building consensus and putting forward a complete bioeconomic planning blueprint are necessary. This project has investigated bioeconomic development strategies in the developed countries through literature review and data collection. Furthermore, several think tanks meetings, expert seminars and discussion among ministries were held. Those valuable suggestions were submitted to the Strategy Review Board conference, through full discussion, the bioeconomic planning print has confirmed including its vision, goal and action plan.
