Abstract:This article discusses the operation experience of bilateral contract market of UK, New Zealand and PJM of the United States, where direct access has been implemented for several years, and success has been witnessed. Several issues discussed in this article include the operation of different kinds of bilateral contract markets, congestion management, wheeling tariff setting, the role of ISO, the procurement of ancillary services, and other important issues related to the bilateral contract transactions. Finally, the differences and advantages between the bilateral contract transaction systems of the three countries were compared and recommendations were drawn for the development of our future electricity market operation planning.
